STATE DEPARTMENT OIG COMPLAINT RECORD
This Newsroom record preserves complaint materials submitted or prepared for submission to the U.S. Department of State Office of Inspector General concerning allegations reported by Larry Margulies involving overseas consular, passport, Diplomatic Security, records-handling, and related cross-border matters.
The record begins with the September 22, 2025 notarized complaint and its supporting exhibit volume. A preserved September 22, 2025 cover letter is also included. That letter records Margulies’s account of a Guangzhou Consulate notarization appointment at which the requested notarization was not completed, followed by remote notarization of the complaint. The reconstructed cover letter is preserved as a historical record of the text; it is not presented as proof that the letter was electronically transmitted to the State Department.
A 2026 Supplemental State OIG Complaint has been prepared to supplement—not replace—the original complaint. The supplemental filing corrects or qualifies earlier dates, source descriptions, speaker attributions, and conclusions; distinguishes direct observations, witness reports, official records, later recollections, and investigative hypotheses; and asks State OIG to test the allegations against Department records rather than assume disputed connections are established.
The supplement requests preservation and review of potentially relevant State Department, consular, passport, ACS, RSO/DSS, liaison, visitor, appointment, communications, and records-management materials. It also asks that any substantiated matter outside State OIG jurisdiction be referred to the competent oversight or law-enforcement authority.
Current status: The 2026 supplemental complaint is pending execution and filing. It contains a 28 U.S.C. § 1746 verification; optional notarization may be added before submission. Publication here documents the developing public record and does not represent that State OIG has accepted, substantiated, or made findings concerning the allegations.
